Yes there is an association of the two websites and the people involved. There is also another two websites one is:

And the other is:
http://backtrack.offensive-security....itle=Main_Page
Now this last one will give you a list of the tools in bt2 and three.
It will also on the main page give you info as to the differences in the versions.

Yes, that was the page I was talking about, but I only see a tool list for BackTrack2. Can't find through the search engine on their page either.
Most of the tools are the same in bt2 and 3 beta.

BT3 has no comprehensive list of tools because it is still in the beta testing phase. This means that BT3 is not complete and things can and probably will change.
The developers of BT most likely don't even know when BT3 Final will be released.
