I've never heard of a "S3 SAVAGE 4" card before. If it's an older card it might be a compatibility issue.
For your question on how to speed up BT:
More RAM always helps, my older laptop with 1GB does just fine, my new EEEPC that has 2GB of RAM, but like 1/3 the processing power does really well though too. (which is freaking awesome for BT3 to boot off the SDHC card, just having problems with a change partition)
Processor power can also be a big one, My EEEPC runs stock at 630 or 620 MHz, though the processor is rated for 900MHz...stupid factory underclocking.
The larger laptop I have is 1.8 GHz.
In short: more RAM or a better processor, if it's processor and really want to use BT, you might want to invest in a new laptop
Another thing that might make a difference is booting BT from a USB drive instead of a CD. I think it is much faster. I hope this helps.
