It now appears that the UK will follow the lead of the German government in making the creation or distribution of "hacking tools" illegal.
I'm curious---what are your thoughts? Will the US eventually follow suit?
They are not illegal in the UK as long as you don't use it for illegal stuff.
If you do them to pentest with a permission, they are not illegal.
German laws about these tools suck, and yeah I can say that since I am from there.

Absurd laws are no surprise in Germany... I can 2nd that, I lived there for quite a few years.
The legal legislature there is ridiculous. Hearsay (aussage) is counted as evidence, so theoretically all one has to do is accuse someone of an illegal act and 9 times out of 10 the prosecutor (staatsanwalt) will believe it and hand down a harsh sentence.

A third party security audit is the IT equivalent of a colonoscopy. It's long, intrusive, very uncomfortable, and when it's done, you'll have seen things you really didn't want to see, and you'll never forget that you've had one.
If UK go the whole hog, you can be sure US will follow soon after...........
UK & US have been joined at the "political hip" for some years now.......
