Persistent just means that if you make any change, they will be saved for when you next boot up. It generally apply for when you run it from a USB stick.
Boot up menu options
I want to run bt4 as a live cd, and I see "Persistent Live CD" in the boot up menu. What does that mean? how does this differ from normal live cd where there is no mention of "Persistent", presumably they are non-persistent?. Also there is "BackTrack FrameBuffer (res)" options listed in boot up menu and I dont know what this means. What do this framebuffer options offer that is different from live cd?

I think you need to have a partition labled 'casper-rw' with the ext2/3 filesystem and then all your changes _should_ be saved to this device. You can change the label on a drive using gparted. Boot the DVD with the persistent option.
