You should checkout an OpenSource product called "Request Tracker" I think it can do everything you want. It's web based and uses MySQL (Postgress, etc) as its backend.
I set it up and used it in another job about 3 years ago, it was decent, at that point they were talking about adding inventory control (not sure if it happened yet but it seems likely).

My recommandation
Either Mantis or Bugzilla on a LAMP server.

(software licenses,computers bought with configurations,routers bought,
firewalls,etc) that you used or are using at your company or in your IT dept. PLEASE let me know! In the meanwhile, I will google as much as I can,this is in my company's IT bugget for the next fiscal year.Ooo, and I am looking for something that is Windows based.I doesn't have to be free.Either 2 separate apps or all-in-one!Access or SQL based,etc . Doesn't matter !
