strange, I just downloaded it a week a go and burned it onto a CD and ran just fine...I had to make some partitions in a HDD.

When download it is about to begin, it says is a CD image (127Mb), use a cd...Then reboot with it.

I used brasero to burn it...Try it..

I did manage to get gparted burned to a cd and i deleted all the partitions but when i tried to boot from my windows cd it said "no partitions" "grub rescue" does this mean that my actual windows cd is not a live cd ? or is there something else im suppose to do ?

If you were able to delete partitions and have all HDD clean with no partitions at all, boot again with gparted and now create a new partition with NTFS file system then reboot with windows7, it should see the NTFS partition you created.

You could have done that right after deleting the partitions, create a new NTFS type..Sorry, I forgot to say so..
