DNS spoof/Redirect not working on my weird Network. Don't know why?

Hello, I need to know what I can do to get DNS spoof working on my network. I am trying to use ettercap, but its not doing actually 'spoofing' its just sitting there.
This is kind of weird, but the ARP spoof sometimes works, and sometimes doesn't, (When using Cain for windows, that is). I haven't figured out why. But, I assume if the ARP spoof won't work, than the DNS spoof won't either.
I ran some tests on my network, and this is what I got so far.

This is my DNS system. I can only see 'DNS' related packets when I google search something
