Sounds like a network comms issue, so you should troubleshoot as such. Perform packet captures and other such diagnostic activities.
Issues with NAT are always very strong possibilities for causing these types of problems (e.g. port forwarding)...

i have a problem with metasploit.When i am using payload (windows/shell/reverse_tcp,or reverse meterpreter)then my reverse handler getting shell very well in a lan connected system.But when i am trying this in a practical system my reverse handler(mult/handler)getting no response from the victim's machine..
I was using two 3G Dongle to connect to the internet in Both PCs.
I cannot figure it out the reason behind the problem.

AirCards are not the most reliable for this type of thing.
Are you saying when you're on the LAN with the target machine you can fully exploit it but when you're trying to come in from the outside you can't?
What is your firewall / IDS configuration?

i generally use Snort and Ids center as my IDS.But i have experimented this with all firewall,Antivirus,IDS disabled condition..
and lupin,should i use tcp dump or windump to capture external packets.??
