WEP crack no data

im learning network security, at the moment im learning wirless security

i have hacked WEP networks, using chop chop attack.
i have wireless access point in my office, sometimes i cannot hack that one because it doesnt show any network traffic "data"
so wat i do is browse some website from a laptop which is connected to the access point, and when it shows some data im able to hack the access point

my question is, is it possible to hack access point when there is no data, if so wats the method that i have to use
