openvas config problem

how to resolve this error help me plz thanks........
Here are my openvas notes. Not sure if it will help. Did you run the setup and make the cert first? Not sure if it matters or not...
Notes:
* openvas-setup (this will setup openvas and run openvas-mkcert and add user)
* openvas-nvt-sync (optionally - if you have internet connection, download latest plugins)
* openvasd -D (run OpenVAS server, ignore the missing inc files warning, we're still building free replacements)
* OpenVAS-Client (run OpenVAS Client)
well i wnat to update my plugins i already created my cert but i am having problem with updating program like i asked openvas-nvdt-sync
Maybe the service isnt started?
Run rsync -daemon
And then run the update again.
If that doesnt work, see if you can telnet into rsync.openvas.org just to verify access.
i cant telnet into rsync.openvas.org too it shows connection refused what to do ???my firewal is not blocking openvas.org

For what it's worth, I just verified that with backtrack 4 pre final using these instructions the sync works for me.
