Have You heard of locators via satellites? You enter a phone number and "locator" shows You exact location of phone number owner)) Is it true? Have you ever tried?

This is known as reverse lookup. Cell phone companies do it for law enforcement agencies. I don't know how possible it is for a normal user to do it, but with computers...anything is possible. =)

I think he is referring to one of the prank sites that ask you for your spouse name, spouse phone number, and then using a flash animation show her "location"

this is definatly not the place to be asking this as it has nothing to do with backtrack. but i too am interested in whether it is possible to get general location of a person using either their ip or phone number.

Well for the IP address use traceroute and check the last few hops before the destination.

That is usually an IP from a provider of a given land.
Not sure, there should be some tools out there that already provide information about the origin/city of the IP. If not, let me know would be a nice little project.
