I was reading about some of the latest improvements going into Kernel 2.6.30 at h-online.com/open/Kernel-Log-What-s-coming-in-2-6-30-Network-New-Wi-Fi-drivers-and-other-network-novelties--/news/113090 (sorry can't post URLs yet) and was wondering if there is any plan to use that kernel instead of 2.6.28? I may be wrong but wouldn't the improvements to network drivers be a big benefit for Backtrack 4?

Just my guess but:
The dev's will use the best kernel that is available to continue making the best pentesting distro available. To that end they will most likely use a kernel that is able to be used by a wide audience but at the same time consideration will be made for the tool-set and user base.
