Wireless USB Adaptor channel hopping problem

Don't know why when I type in "iwlist eth1 channel", it shows that my wireless adaptor is working on channel 13. After few seconds, I check the channel again, it shows that the adaptor is working on channel 6... Why it hops randomly? I just want to fixed it to work on channel 4... I try "airmon-ng start eth1 4"... But is not going to change the working channel... Any ideas what is going on here...?

I follow the instruction to enter this command "airmon-ng start eth1 4" where eth1 is the interface of the wireless adaptor and "4" is the channel I want it to stay... However, I try several times but it won't stay at channel 4... Please help..>.<
