fails to start because it cannot write to any file on the disk (running with root).
it needs to write the dhcpd leases to a file (default is /var/lib/dhcpd3/dhcpd.leases).
changing the permissions of the file to allow "write" to everyone fixes the problem..
ps. I installed on hard disk following the tutorial, no problems till now, other than that
