I think they are going to wait for a final version before releasing the USB. When BT3 beta came out I don't think there was a USB download either.
It is possible.Like backtrack 3 .Same settings.In syslinux.cfg.

Yup, you can use your BT4.iso for a image for your usb drive, just make another partition thats NTFS (pretty sure its NTFS) to where you want to save changes.
