Hi guys,
i am sorry to ask about this i don't know where or what to search for
my friend has a problem with his network , someone in his network use netcut and limit his bandwidth i don't know how he limit it but anyway it's a big network they don't know who's doing this ,
any suggestions how to stop it or know who's doing this !

i told him to change the IP and the MAC address then it works and back again i know about Anti netcut what about this bandwidth limitation ?
