Pirate or not?

Today, I found a chinese forum of back track. URL:www .backtracklinux .cn(No space bacause I can post URL)
I just want to know, Is it pirate or not?
Because it looks like this fourm. Only different is the language!

So sort version not they are not pirate just copy the layout/theme.
