How can wrong IP bee detected?

One time I was using a old config file pointing to wrong dhcp server.
The ISP then automatic blocked me for having wrong IP number.
That might not be that hard. But what if I us a other IP from same network
can that also bee detected? Is there some IP port control it seems that I get the same IP from from the dhcp server even if I change mac.

I take it your using something like cable internet where you get a static IP.

When you change your mac address you have to wait before reconnecting to you ISP. 15 to 30 minutes should be enough.

i have static ip (dsl), all i have to do is change the mac address of my router, restart the modem, and i get another ip. It takes about 2 minutes total.
