Try this one:

I'm looking for a small Windows command line program called dsplit.exe which is designed to break a file into smaller chunks. Yes, I know there are other file splitters out there. I'm looking for this particular one.
"dsplit.exe" brings up <2 full pages on Google, and "dsplit" brings up some discussion on forums, but no active download links.
Any help would be appreciated.

You've sparked my curiosity about this tool.
Is it a special project?
It was featured in this video at Milw0rm so I just wanted to play around with it.
