I'm surprised that nobody mentioned OWASP seeing that the Original Poster mentioned it was an intranet app that needed to be fuzzed.

The Url is most likely encoded (Hex maybe?)

well I'm going to surprise my network guys.

If I'm not mistaken there is a windows kit made by the people who also make Wireshark.
Its very costly though, also comes with a windows version of Aircrack-NG which will inject just fine.
