Well, if it's happening before windows is even loaded, that mostly rules windows out as a problem. Does it happen if you shutdown and then turn the computer on again instead of rebooting?

Do you have everyone's express consent to crack their WEP passwords?

Have you tried ejecting the cd while you're manipulating the BIOS (or sooner), instead of waiting for windows to boot?
Have you verified that the hardware you're using is on the hardware compatibility list?
You should read the sticky on "How to Start Networking in Backtrack." Post #6 mentions that a good way to get your wireless networking going is to use wicd.
